I don't see any "nanos" usage in
`IcebergTimestampWithZoneObjectInspectorHive3` i.e.
`TIMESTAMPTZ_INSPECTOR_CLASS` , should we create a new class extending
`AbstractPrimitiveJavaObjectInspector` for handling nano case? Also
`TIMESTAMP_INSPECTOR` will not return "nanosecond timestamp"
