For thread sanitizer:
We may not be able to call `otel::logs::Provider::SetLoggerProvider()` after
`otel::logs::Provider::GetLoggerProvider()->GetLogger()` because
`otel::logs::Provider::GetLoggerProvider()->GetLogger()` may start an export
thread...?
I found https://github.com/open-telemetry/opentelemetry-cpp/pull/3245 but it
may not be related.
