   Done in `c0a28af23e`. The step now names uv and, for `--use-gh`, an 
authenticated `gh`, and documents the `GH_TOKEN` alternative. Worth stating 
plainly there: a token is not optional. An unauthenticated run hits the rate 
limit partway through a release-sized milestone and exits without writing a 
changelog — I reproduced that against this repo while testing.

   Took the second option and dropped `[project.scripts]` in `c0a28af23e`, with 
a comment in its place recording the actual invocation. You are right that the 
entry point was never created — no `[build-system]` means uv treats this as a 
virtual project (`source = { virtual = "." }` in the lock), so the package is 
never built. Rather than add a build backend for a single-file in-tree script, 
I removed the declaration that described an interface which does not exist. It 
had already been read as the supported entry point twice, so it was actively 
misleading.

Review Comment:
   Same call as the earlier thread on this: leaving the per-PR fetch alone. A 
GraphQL batch would be the right shape if the volume warranted it, but it means 
a second, structurally different fetch path for `--doc` alongside the REST one, 
in a tool that runs a handful of times per release and whose output is 
hand-checked into the repo. 10.2.0 was generated with this tool at roughly 
twice a normal release’s PR count without approaching the authenticated limit. 
If a future release does start tripping it, batching is the fix, and the 
failure will be loud rather than silent now that the merge check no longer 
swallows non-404 errors.
