I would think the first question to answer would be what local government staff would do with IT. How would they use IT in their work? Any IT training should be based on actual needs and focus on how IT as a tool would improve one's work and life.
Based on this sort of exploration (needs assesment) with the trainees, one would decide what topic and tools to cover.
