 I think something like this is good. Something that might be even better
 is the following:-

 The installer installs binary versions of GHC and GHCi. All the features
 of GHCi are available whether or not the developer tools are present. If
 they are not present the installer tells the user that GHC will not work
 until they are installed, and provides quick instructions on what to do.
 Perhaps the installer would then be need to be rerun to connect things up
 afterwards.

 This way, people will get immediate access to Haskell via GHCi. If they
 also want to compile, then it is reasonable to expect them (me!) to
 install the developer tools.
