Personally, I've never heard that PD is dependent on specific frames
or lenses.

I popped into a Lenscrafters once to get some frames adjusted; I asked
for my PD and the tech measured it and then gave it to me happily and
at no charge (I did ask when the store was otherwise quiet so as not
to take time away from paying customers).  I obviously can't vouch for
all locations or techs--just my experience.
