wherein there are some more (but still rather vague) details. It looks
like rather trying to eliminate all loopholes via detailed
specifications, they are leaving it all to the discretion of the judges,
which is probably reasonable enough.
It's clearly looking for free air capture, rather than using smokestacks
as a starting point. As Eli has pointed out, that isn't necessarily the
best choice, but OTOH it has the advantage of being location-free.
I'll not say more for fear of giving away my idea :-)
