Here is a chart showing less severe proposals under consideration (we
hope) by the US Congress.

The ~1990s plan was for the developing world to blaze the severe cuts
trail first, since we have the money, expertise and technology to do
it. The developing world would follow that path a few decades later.
Given recent signals from the biosphere, I think their 'pause' must be
a short one.
