Actually, what George Monbiot says is that we in the "west" should
reduce our consumption by 90%.
He gets that figure from considering equitable shares per capita
worldwide.
Now, if we're going to go the whole hog and pay carbon reparations for
our gluttonous behaviour in the past, this figure should be much
higher, but even Monbiot doesn't seem to have twigged on to the
concept of a share over a greater period of time other than annual
consumption. If he'd factored in our past consumption into the
equation I think we profligate ones would have to have negative carbon
consumption for quite some time.
