Another reason why the brakes may not release fully is because the person who did the conversion (erroneously) retained the hard-line segment between the brake block and the landing gear 'knuckle.' This won't work because Clevelands, unlike Goodyears, 'float' on both sides of the disk. The brake will drag. A 'proper' Cleveland conversion has all hose from the point where the aluminum lines come out under the wings, around the 'knuckle' and out to the brake block (1 hose, led fairly and held in clamps so that the gear can articulate without compromising the hose). Anything else will lead to dragging brakes and eventually a fractured brake line stub at the brake block.
