Pete:   As Patrick pointed out, the problem generally stems from the
housing/trim wire portion in the horizontal stabilizer. I would recommend
if you want to fix it, to replace the portion of flexible housing that
goes through the stabilizer. You can remove the stabilizer by first
removing the tail cone, then loosen the bolts that hold the bearings on
each end of the shaft the stabilizer bell crank rotates on. This puts
slack in the elevator cables so you can remove the cables from the
bellcrank and the bellcrank (it is possible to work around it, but you
really need long skinny arms >grin<). Then remove the four bolts holding
the stabilizer on. Once it is loose, you can move it forward by tilting
the leading edge up, and remove the rudder cables from the bellcrank. When
you have the leading edge of the stabilizer up, you can see and remove the
trim cable housing from its fitting in the rear bulkhead. Now you can
remove the entire stabilizer/rudder/elevator assembly from the airplane.
If you place it upside down, you can see how the trim housing is routed
through the stabilizer and replace it. If you do not have a small tab
riveted to the underside of the stabilizer where the housing comes out,
now is a good time to make an L shaped tab and rivet it on the outside of
the opening so you can use a small Adel clamp and fasten the housing to it
after you replace the housing. By fastening the trim housing with a clamp,
you improve the leverage and workings of the trim wire. 
      Now is the time to replace the trim wire if you are so inclined. 
      Reverse the process, and you will have most likely solved the
problem of the trim not functioning properly. 
      Don't forget to mark the cables as you take them loose so they get
returned to the proper positon. >grin<
