Brad,
The system isn't the problem. The problem is that your users are
choosing bad passwords. My suggestion would be to not change the
password policy on the system, but rather, change the password polocy in
th office. If the users are using dictionary-based passwords, then you
system can be cracked using a dictionary-based attack.
