You need to make it plain to them that if they do not put up with this
"irritation" their mail server is vulnerable to attack from the outside,
which will allow unauthorized users to:
* read all of their mail
* delete all of their mail
* send mail to other people as if it were from them
* lots of other nasty stuff.
If that doesn't get their attention, make them all sign a form that says
you are not responsible for any damage done to their mail, their
reputaions as jurors, or anything else that may happen as a result of your
mail server being compromised as a result of their unwillingness to comply
with secure password policies.
If that doesn't work, get a new job... :)
If you like, you can quote this e-mail, or even print out verbatim copies
to distribute to your judges.
