OK..... you're /etc/pam.d/passwd file should resemble this:
#%PAM-1.0
auth required /lib/security/pam_pwdb.so shadow nullok
account required /lib/security/pam_pwdb.so
password required /lib/security/pam_cracklib.so retry=3
password required /lib/security/pam_pwdb.so use_authtok nullok md5
shadow
Comment out the 3rd line, them move the /usr/dict/* to somewhere else.
You could delete it, but I never recommend deleting anything.
