FYI, that file is present on Red Hat CDs up to 7.0, as:
/RedHat/instimage/usr/X11R6/share/Xconfigurator/MonitorsDB
One place of many you can find one of those is:
ftp://ftp.redhat.com/pub/redhat/linux/7.0/en/os/i386/
Red Hat appears to have stopped doing things that way as of 7.1, so it
will become dated as time goes on.
