Not at all odd, it’s expected behavor because it’s a stock-type register. Every split has amount, price, and value (debit/credit) cells so there’s no reason to use the exchange rate part of the transaction dialog. To refresh, amount is denominated in the account’s commodity, value is in the transaction currency, and price (or exchange rate, same thing) is the ratio between the two.
Amount-only (representing a stock split) and value-only (representing a change in basis) splits are legitimate so if it’s a priced action the user must enter at least two of the three. If you enter only two GnuCash will calculate the third; in most cases you want to enter the amount and value to control rounding. If you do enter all three GnuCash will check your math and if it’s wrong pop a dialog box asking which one you want to adjust. This is all pretty straightforward as long as both securities are priced in the same currency. If they’re not the values will be in the currency of the register in which the transaction is created and it’s up to the user to deal with pricing the other security in that currency.
