If you're referring to IP address, pretty much every HTTP server (and other public facing application servers) logs the source IP of the incoming connection. Making the IP and method both public, yeah, starting to get into the gray area. Which is why there is a way to opt out. I can also make the stats only available to myself if people are concerned.
I wanted to have a way to gauge how critical any reported issues to F::Q are. Yes, to the user depending on a little used module, it failing is important. But if it's a method that sees 5 hits a month, and there is also an issue with a method that gets 10000+ per month, there is a way to triage which one should be addressed first.
