*NONE OF THE ABOVE* choice

By R.S. KHANNA (former Chief Secretary, Govt. of
Madhya Pradesh) -Manoj Features

The voter is disinclined to go to the polling booth
as he regards the situation as beyond improvement.
This need not be so if in addition to names listed on
ballot paper or on the EVMs, at the end of the ballot
paper or the last button in the EVM, is the choice of
*None of the above* (NOTA).

In case this column gets majority then all candidates
get rejected... Political parties will have to sponsor new
candidates and bear the expenditure of another election.
..This will make the parties more serious in sponsoring
good candidates.

NOTA proposal has been recommended by the
Election Commission and is awaiting Government of
India's acceptance. NOTA proposal is objected
on the ground that in the election you vote for a
political party and not for an individual candidate.

This is incorrect. The voter may vote for a party or
an independent candidate...

We require an effective system where negative voting
affects the result and hence NOTA is called for.
