If the Code Jam team has set it up the same as in the Qualifying round, the results of your large sets will be available immediately after the round is finished. This means that you will only get bumped off the list if you've cheated, in which case you're eliminated anyway. So in essence some people might suddenly advance to round 2 where they weren't eligible before, because some in the top 1000 cheated. You will at most have competed in one (or two) round too many :-).
If you're through in round 1a (ie. top 1000), you don't need to compete in any further rounds, and if you've cheated you will be removed from the results so there is no need to compete in any further rounds. If you're not through at first in round 1a, you can participate in round 1b, but you might still advance through your results in round1a if people above your rank are removed due to cheating. So I don't see your problem...
