You may find the bug report mentioned in that link useful in sorting
your issue with Evolution.
OK, but what about using the gmail account -- I get the same error.
The network is working fine. When I fill out the address, it finds my
contacts, so it's presumable talking with gmail successfully.

As I understand it the email feature in Picasa for Linux is only set up
for use with Evolution (Gnome) and kmail (KDE) clients. To use it with
another client you need to set this as your default email client in your
D.E. and then create your own picasa-hook-email.sh to suit your client
(as I did for Thunderbird).
You will find the picasa-hook-email info in
/opt/google/picasa/3.0/desktop/picasa-hook-email.sh.template
I know nothing about gmail - sorry.
