Picasa 3 sends without a problem via Evolution. (2.28.1).
I then set up a gmail account and used the option to send through that.
I get the same error that you are seeing and the send fails.
I hope that helps to in some way to rule out your specific system
settings in the case of gmail.
Maybe moving to Ubuntu 9.01 would resolve the Evoluton problem.
