MapQuest was the first to release a Flash maps API and have been improving 
it ever since.  It's not going anywhere.

Lately most of the efforts have been around mobile to take advantage of 
4.5.1.

If you head to http://demos.mapquest.com you can see some of the web apps 
built with the MapQuest Flex/Flash API, including Travelocity's Experience 
Finder.
