I'm one of the "letter of the ToS" people, and I reckon it's fine.
Marcelo and I have long disagreed on this!

The FAQ has this: "If the purpose of the password protected map is to
enhance the publicly available map, then your site is likely within
the Terms of Service." And the purpose of your password is to enhance
the publicly available map.

Bear in mind though, that there is nothing stopping your competitors
from getting the location of your stores from other sources. And a
store-locator facility might actually be of benefit to your
*customers*.
