Andrew, You almost convinced me to change sides with your quote. :-) ... but the complete sentence from your quote is: "If consumers can easily sign up for a password without charge or if the purpose of the password protected map is to enhance the publicly available map (i.e. administration)" ... and the way I read that is "either free accounts for everyone, or password protection for administration purposes only". The OP is asking about passwords for paying users.
