I just want to make it clear, there wont be any registration at all.

Users and password will be given at our office. There is also no
service fee for this.
And competitors wont be able to login unless they have a username and
password which they can only get from us.
And yes, we can show our stores location to consumers but we cannot
show our competitors location. We use our stores and competitor stores
for analyzing where to put up additional stores, trade zones,
generators, etc.

Can all this fall under administrator function? except that the public
use of the map is a store locator for our store?

I can also add a registration, it will give me more information about
the users and a possible market for ads.
