Hi, I know I am too vague ... mainly because I cannot imagine real use
of your map :)

Here is one another advice which I realized this morning:

= If you want to make "secret" map, the best approach is to create on
page nobody knows and nothing links to it.

It means:
1) Create free webhosting with odd name (eg. www.asjhuuyxyy.com)
2) On that domain create a map with your data also with odd name (e.g.
www.asjhuuyxyy.com/ooozzzhhlll.htm)
3) DON'T link to that page
4) Tell your group to keep silent about that page.
5) Set-up your page that Google search bot will not index that page
(see Google webmaster tools at http://www.google.com/webmasters/ )

Results:
- You have map which is freely accessible to anybody happy enough to
guess your odd name
- There is really small probability that someone outside your group
will find that map
- You did not break any rules

Example:
I have created a map for my community, it is indexed and freely
accessible. But I bet, that you will not find it unless I tell you
keywords or link to that map

And again:

What I have said are only MY OPINIONS, I can be wrong and your
decission should not be made upon my guessing
