How about this for a really, really secret map that nobody, except the right party could find... Write an Apache module that generates a page based on the MD5 of the user's IP. Each user visiting would have a different page name and even if someone knew the exact URL you used, it wouldn't work, unless they had the right IP as well. You could also add in the Apache module a database of "accepted" IP's, so if someone who visited wasn't in the white list, they'd get a 404 no matter what. The page would be on the open internet, it would be "freely available" (or would it?) and as a consequence, would fit the letter of the TOS, however, it obviously violates the spirit.
