It doesn't seem very difficult to me to figure out a solution and to implement it. Why not set up a category for "Top Designers" or "Popular Designers". Google could establish the criteria, say designers who have a certain number of people using their themes. That demonstrates that they can create themes that people want to use. This would give new designers an incentive to develop good themes to have their themes placed into the category. Doing this would then make good themes more discoverable. It would be easier for people to find good themes. The "Hottest" themes category does not meet this need. It is of some value but there are many good themes that are covered up in this mess. The idea of allowing people to create themes and put them online is a good one but it is being managed poorly and is quite a mess.
