Hi Cake, This is definitely something we've considered, and still consider. However, one thing we've learned at Google is very, very few users will actually use settings pages like that. So we generally would rather have a single, high-quality experience for all our users, rather than spending a lot of time on features that only a very small number of users turn on in settings.
We have a large, diverse set of users, so you can imagine it's hard to please everyone all the time – but we'll keep doing our best trying to! And if having settings to turn certain features on / off is the best way to do that, we'll certainly do it. But so far we believe we can more effectively keep improving the product with a single interface for everyone.
