How many subscribers do you have? If it's under 10000, maybe pair.com's service would do. http://www.pair.com/pair/pairlist/ I've been using them for some low volume stuff for years, and I suspect they wouldn't turn up their noses at 40,000 messages/day. Their prices are low but not so low they can't run things well.
