It seems to me that the initial seed group is pretty important and
shouldn't be chosen at random. Leaving out certain functional areas or
geographical regions might make it very slow or near impossible for
certain contributors to be eventually endorsed.

I'm not all that worried about this in practice, as I don't think there are that many people who are more than three or four steps removed from someone who's a long-established Mozillian. The worst case is that we'll have to nudge some of the "intermediate" contributors to get involved in vouching, and I think that's an acceptable amount of overhead in this case.
