I wasn't proposing a random choice, merely a number of people (20 was a suggestion, but it could be more) who are generally acclaimed to be trusted Mozillians. If after a while we found that the trust tree was having trouble penetrating certain corners of the project, perhaps Mitchell, Brendan, the initial 20 or whoever the root of trust was could choose to include a few people from there to add new "seeds". However, I think that Mozilla is probably connected enough that this is unlikely to be necessary. Even if there's a very isolated local community, they probably have contact with Axel, or Arky, or William or Pierros.
