That's a good question. What sticks exist in any volunteer community? Unless we make people sign contracts, and then take them to court if necessary (which is not part of the proposal!) then it seems to me that exclusion is the biggest stick we have. As to who might get excluded and for doing what, that kind of thing is out of scope for this particular proposal but I envisage it being dealt with by existing governance structures.
