Modules aren't *all* bugzilla centric. Also, simply adding someone's email
to a bug request isn't always a sufficient form of contact to get attention.

An interesting option is to move the module owner/peers lists to
Mozillians, now that groups can be curated. The Module list and
descriptions can still live in the wiki, but they can link to a related
Mozillians group for the information about the people leading the module.
