 This would require feedback from the central registry to the hospital that
 I doubt happens very often. They should always have sequence number
 hospital. It won’t be correct 100% of the time but it should have a high
 level of accuracy. Remember that some form of the medical record typically
 travels with the patient and the hospital registrar would use that
 information to code prior primaries.
