Actually, in a way, the i2b2 query _is_ looking for all prior diagnosis:
the i2b2 query just picks out a set of patients and specifies which
concepts the data builder should get for those patients. The data builder
disregards date constraints when looking for facts for concepts such as
prior diagnosis.
So I think we're OK.
But to be conservative, I'm re-opening this pending confirmation from
Betsy or Brad or the like.
