Hi Greg,
I am not the first and won't be the last to say undertaking any project without adequate resources is damn silly. From building the pyramids on that has been the case.
Additionally - if you seriously skimp on resources Project Management 101 tells you are at high risk of wasting a lot more than providing the right amount of resources in the first place.
Reminds me of the other saying "No time to do something properly, but plenty of time to do it all again".
