Horst is still in the driver's seat and handing out fairly well-circumscibed
contracts. That's quite different from employing full-time developers and

That's the rub, we want to try with a volunteer 'core' and contractors
as extra help were needed, which avoids the need for a formal business
structure and large amounts of up-front cash. Time will tell I suppose.
