Funny, perhaps because I read the original BCG report which used the word "transitional" extensively, I always thought that NeHTA stood for "National e-Health Transitional Authority", but blow me down, in fact they did indeed leave off the "al", which, as Oliver points out, makes a huge difference to expectations of their role.
