Developed in Sydney, professionally supported, all code behind it is
available under an open source license and it uses open source
components, in use by lots of big clients, looks like the goods to me.

I suspect that they won't get that without lots of custom development
work, in which case they'll need deep pockets, probably deeper than
they've got. But some partial solution to what they wish for might be
possible or affordable.
