I am not sure now about the short answer to my original question, which was: does Internet Explorer conform to international standards for Web browsers? It looks to me from the above as if the brief answer is no. Is this correct?

I want to make sure that I understand this as well as possible, so that I am ready for further discussions with the ACIR about this.
