The other matter which is probably more at the forefront, is in respect
to accessibilty for persons with an impairment.

Website accessibility requirements are mandated particularly for such a
government website and yet nowhere on the page can a user change font
sizes or styles e.g. high contrast.

For example visiting the below page and then increasing the text size
manually in FF, exposes the limitations of their chosen model; pages
elements bleed together and do not flow gracefully as expected.
