I think so. If in doubt, I would contact Ian Cheong, he always seemed to be 
the most organized of us and should have the most recent version

I don't know. While on the GPCG MC, I was strongly advocating that anything 
software related funded with taxpayers money should be published under a FOSS 
compatible license, but I do not remember whether this was actually applied 
to the data model.

Actually, looking at that URL, I can't fail getting the impression that the 
GPCG was dismantled just in time before something productive and useful was 
actually implemented, but perhas I am just getting cynical or paranoid
