Yes, and that is the fundamental problem: GateKeeper was designed for use in government departments, where there are clear hierarchical chains of command and control and responsibility, at least on paper. The Australian health care community is not a government department. GPs are not bureaucrats with a place in the Medicare organisation chart or corporate structure.
