This is actually contrary to Growl's purpose. The idea is that a Growl  
notification alerts you to something while you're doing something else  
without interrupting you. If something completes immediately, it  
doesn't need a Growl notification, and if you're standing around  
waiting for it, you don't need one, either.

So, you want the ability to set the notification time per notification  
as well as per display?
