The menu bar is meant to be a convenience to allow for folks to set things
to sticky when they walk away from their computer, or if they need that or
things like that. I believe it takes precedence over any other setting. That
said, I think we could probably remove it for the inactivity checkbox.

When you click the x to close them (except for with music video and bezel,
since they don't use sticky)

Yes.. I don't get how this is unclear.

By you. The inactivity is no activity on the entire machine, i.e. you walked
away to go get something from the car and came back, you went to the kitchen
to do something, things of that nature.

Nowhere does it say that things will go away once they are set as sticky.
This is a convenience preference that a lot of people asked for that allows
for the notification to stick around while people are away.
