Yes, I think it was that menu item which was at the root of all my
confusion.

If you keep it doing what it does at the moment, is it necessary? Why
not just let the user change the option in the Preferences? It's not
as if it's the sort of thing which needs to be changed quickly, on a
whim. But if you do keep it doing the same thing, you must a) retitle
it, and b) make it clear (somewhere) that it mirrors the option set in
the Preferences. Possible a note to this effect in the Preferences
that "This option can be set quickly in the menu".

If you change what it does, what will you change it to? You mention
"Setting Sticky immediately" but I don't think that's a clear wording.
Maybe "All notifications sticky"? If you do this, you will have to
make it clear somewhere that this overrides everything set in the
Preferences.
