I was going to say:

        That shouldn't happen at all. They are separate options.

But then I looked.

They aren't separate options.

That menu item is more poorly named than Chris and I knew. It isn't  
just the use of our jargon term “sticky”; it's actually wrong,  
controlling the preference to go sticky when idle, not setting sticky  
immediately.

I'm not sure which way to fix it: Retitle it, change what it does, or  
both (have one menu item for each function). Suggestions (with  
reasons) welcome.
