The default is 30 seconds I think for this setting. This is more for people who want to walk away and not miss notifications. So the notification will come up 30 seconds after idle starts occurring, and will stay on screen until acknowledged.
Sticky doesn't have a time frame of how long to stay on screen, so once sticky, it stays on screen until acknowledged.
