No, it does not relate. Other than the end result is you get sticky
notifications if you set things and they work appropriately.

Set it to always if you want every single firefox notification to stay on
the screen. Don't if you don't. If you want firefox to choose, pick allow
app to choose.

If you want notifications to stick on screen if you do something like walk
away, set the idle setting in general.

These two settings are not related.
